Take a piece of wire and make a small loop that you can put skirt material in and than just pass it threw the bait and there you have it.

I use a large eye sewing needle I bought at WalMart.
I like to do that to by Beaver Bug baits.

I called it Mr. Whiskers. And yes that's how I did it. Make sure you use worm oil or it try to stick when you pull it through.
