That's term that describes what lures do !: trigger a response / provoke fish to strike.
Every other reason you've heard or read why fish strike lures (hunger, feeding, targeting a prey species, etc.), doesn't hold a candle (though I do when making my hybrid lures LOL), to what a lure does in the water. ACTION (lure action) speaks loudest to fish just minding their own business, until some unnatural-looking / moving manmade-object disturbs their slumber and brings out the bully in them.
The greatest thing about lure craft is the infinite number of shapes, action types and size combinations that can fish on any given day. Some actually are superior when the bite gets tough and slow is better.
