Ok im sorry I did not word this right im new to the pouring game im looking to make these 2 colors, But I only have dead on plastic colors red yellow green brown black and Junebug  I also have green blue red purple black flake any help would be appreciated like I said im learning

Use the flakes recommended. For the amber colors use brown and yellow. You'll have to play with the amounts when color matching but I think if you get the amber colored bait wrapped up color-wise you can add a bit more brown to it to use for the other amber/brown color in the laminated bait. The bottom of the laminate I think you can get with brown and black.

Being new to this great hobby I suggest you pick up a decent color wheel at an art supply shop. You can get a long way ahead of the matching game using a wheel.

Start with the yellow first, then add brown until you get the amber done. Brown will tone the yellow fairly quick so add a drop of brown at a time. When it gets close and you want to add a hair more color you can dip a toothpick in the colorant 1/4" and stir it in. Same with adjusting the other colors.

On that bottom color of the laminate maybe make a smoke with plain clear plastic and a couple drops of black. Once you get a medium smoke just add the brown a drop at a time. Remember, the bottom color is going against a fairly dark color and it won't have to be a solid dark color itself. A liitle transparency in the bottom color is needed to get the final color to match the factory bait.
