Title: Tube insert question

In the size selection there is 'Blank'!
Does this insert just fill the hole resulting in a 'flush' skirt that could be used as in a 'hula' application?

Blank I believe would suggest no insert is used so a solid body would result. The different insert lengths vary the thickness of the plastic at the nose end of the body. Some tubes are preferred with thin nose ends and others are preferred with more durable, thicker noses. I'm not familiar with a hula skirt but if you want the tentacles to have a solid base, what you're asking about should give you that.

I have a friend that fishes bass tournaments and wants me to put a skirt on a twin tail grub.

He will then use a football jig to get it on the bottom.
