Here is an easy way to dress a treble hook with tinsel or flashabou.

Put your stands of material through the hook eye. I like to use a bobbin threader to grab the material and get it all through the eye.
Using a skirt collar (I like the ring collars from Fishingshirts.com https://fishingskirts.com/product/boss-skirt-rings-50-pack-760/) you secure the material back from the eye of the hook.
Secure the material with a heavy tying tread (like monocord). Tie off and finish with head cement (I use Sally Hanson's Hard as Nails clear from Walmart!).
Remove the ring collar and reuse as many times and you can before you drop it on the floor and can't find it!
If you don't want to tie it off, you can use this process which uses a standard skirt collar (black looks best) to hold the material on the hook shank:
