I'll bring this back as I was straightening out a tackle closet today and found a box with nothing but the Garland baits in it. One [one bait that it] was the blue ice and it is definitely a thin blue with silver string glitter in it. My camera battery is needing charging so I did not get a picture, but I think Les is on the right track using a toothpick to deliver just a tiny amount of blue to the clear plastic before adding the glitter. I'd start with maybe a smaller batch...say 4 ounces. If you are using Do-It's X2 colors, I start with a shallow dip in the regular blue, followed by a dip in the fluorescent blue. I'd do this until the color cooks up as close to the Garland color as possible.
Working up a color like this is where note taking will save the day. Record every addition of color. Keep the toothpicks so you can tell how much to dip with each addition. If you go back to make additional batches this will give you a real head start on them.
BKJ mentions the blue hi-lite. I think the Garland color may have a little in it. Before you add the glitter, try adding about a b-b sized ball of blue hi-lite to the plastic and stir it in well, then add the glitter. I'd add a few drops of stabilizer at this point, stir it in well, then give a short re-heat so everything gets fully involved and then inject.
