Well it has a vise mounted on it so sure could be some type of hair jig tying unit, would lend part of its name? Scratch that and yes it is a fly tying device that appears to be discontinued I just googled and the first hit did it!

That's a compressor on the right side. Aerator? And in the rear left, the switch and dial are rheostat controls for something. Does the small motor in the center rear have a drive belt to the large wheel? It can't be super old as there is a zip code on the name plate....70"s?

check this out...http://www.fishhairenterprises.com/winder.php

The company is still in business in St. Paul , Minnesota. Its a lure winder of some sort. I'd send them an email along with the picture you show of the beast. Maybe its worth something to them as part of an archive or something.

TOP PIC. Far right looks like you put thread to. Is there a hole with line pickup in the middle of the pulley. The vise looks like it has enough travel to be in the center of  pulley. If that's the case you could tie a lot of jigs/streamers in short order.  mike
May your days be filled with sun shine and you always have a tight line. AMEN

That thing that looks like an old refrigerator compressor now looks less like one and that vise looks as though it is mounted so it can slide whatever its holding into the hole on that wheel. This just keeps getting better.

I Thing this rig is much more refined than this one that Mo likes..... http://www.youtube.com/watch?v=MV4Q2aYIbGQ.

Over the years there have been several "Jig Wrapping Machines" offered for the "small time" or one man/ part time operations.  As far as I know; none are still on the market.  There are several "commercial jig tying" machines that are manufactured overseas ( South East Asia ), but are very hard to find.   The Fish Hair unit was a pretty decent one; but was discontinued several years ago.
