Out of curiosity, are there areas where venting fumes of some level from melting plastic is not allowed by law (epa, etc), for example without some sort of filtering or dispersion, or due to proximity to general public or neighbors, etc?

Highly doubtful. The Material Safety and Data Sheet for plastisol that is required by OSHA does not describe the fumes as toxic in any manner.

You would have to be creating a lot more fumes for a neighbor to even know.
