If I was a pan fish fisherman it would be a no brainer for me for the horse head jig.  Plastic would be any of the several pan fish bait molds - headed up by the 1.75" or 2.5" Small Fry. 

For bass / other larger fish - The Do-It casting spoon; and plastic would have to go with the 4 inch Wutz-It.  I have not fished the new shad spoon mold bait enough to say it  is better than the casting spoon.  The Do-It casting spoon in the 1/4 through 1 oz. sizes have put literally thousands of fish in the boat for me over the years. Bream to 50 lb. flat heads and blues.

  Just got back from the inside passage in B.C. We fished with the casting spoon on 10 lb. test for salmon. They called them buzz bombs. So at first I didn't know what they were talking about. Catching 5 to 15 pound salmon on a spinning rod was fun. Each took 1/2 to an hour to bring in. It's got me taking a closer look at those spoons.
