You have the same cheap eyes I get for swim bait heads and here is what I do. I use Loctite brush on super glue, just a tiny bit in the eye socket, I line 5 heads up and just barely touch both eye sockets with the brush, after I have all 5 heads hit with glue I'll go and put the eyes on and then set aside. Once I have all my jigs with eyes I mix up Devcon 2 Ton Epoxy 30 minute epoxy as Kasilofchrisn has already mentioned and then put a coat over the entire head, this will make the color pop, it will also help protect the finish and the eyes will not come off unless the head is complete junk. It sounds hard but it isn't but those cheap eyes need to be glued as the adhesive is bad. Now, if you want to skip the glue, buy eyes from WTP, I never saw adhesive as good as what they use, I made a spinnerbait and put eyes on it with no epoxy topcoat just to see how long it would go until the eyes fell off. Well I caught at least 50 fish on that bait and used it for just about 2 seasons and the eyes never came off, I lost the bait after it got hung up in a deep brush pile, I made a cast and my buddy had a good one on so I let my bait sit and I netted the fish for my friend and when I went to start reeling in my bait it was snagged. The thing of it was that the eyes never fell off, WTP 3D eyes are the best but they are also expensive, I use them for spinnerbaits , chatterbaits, swim jigs and now fish head spins, for swim bait heads I use the cheap ones.
